The Union of Farmers and Ranchers of Lower Guadalentín (COAG) and the Confederation of Employers of Lower Guadalentín (CEBAG), together with the Association of Owners of Llano de Las Cabras (APELCA), presented last week over 800 individual claims against provisional approval of the General Municipal Plan Review Management (PGMO) of Aledo.
The PGMO of Aledo was initially approved in 2004 and finally in 2005 by the Autonomous Community.
In 2010 the Order of Approval and the whole Plan were annulled by judgment of the Court of Justice of Murcia (TSJ), judgment is pending appeal before the Supreme Court.
But, according to reports from the Lower COAG CEBAG Guadalentín and since, in 2011, the City of Aledo, with evidence of an alleged plan revision approved in 2005 and annulled by the Supreme Court in 2010, began to process a new revised plan initially adopted in 2011 and approved in December 2012 provisionally.
And the text and documentation was on public display until last week, in which claims have been filed.
As measured from COAG and CEBAG, and consists in the allegations, to circumvent the reasons for the annulment decision by the Supreme Court in 2010, now the City of Aledo pretends that the new plan is inspired by "a new model of development "and a" new model for soil protection "that is, very briefly, in almost all soil reclassify agricultural crops previously qualified as developable to build a farm store or a house on the farm of 5,000 m., to ground protected or undeveloped inadequate, which can only be done exceptionally buildings.
But, as manifested from COAG and CEBAG-urban land zoned and developable intended developments and not zoned residential developable reserve sectors of these developments, not only not decreased but increased compared to 2005, Despite missing two of the six sectors or existing developments in the previous Plan.
It is therefore manifest from COAG and CEBAG, that the new plan is a rough Makeup Plan 2005 annulled by the Supreme Court, to supposedly prove that the land protected or undeveloped has supposedly decreased, even at the expense of farmers and farm owners, who spend their farms to non-classified developable or undevelopable protected inadequate.
Besides the above, and argue from COAG CEBAG, the revised Plan as conducive to a population of 1,000 inhabitants Aledo, can reach the horizon have a minimum Plan 75-80000 potential inhabitants, without proving that they have the endowments sufficient drinking water and infrastructure.
And back to consider drinking water as endowments, part of the flow of groundwater wells for irrigation now devoted to agricultural crops in the municipality, who condemn disappear medium to long term, given the unequal competition for land and water with future developments.
Finally also argue from COAG and CEBAG that were violated requirements of the Department of Environment in its resolution of December 2011, the environmental sustainability report (ISA) to reclassify a non-development of 980 developable hectares.
(9.8 million m2 which represent around 80% of all developable land provided in the revised Plan), which would affect wildlife corridors and habitats of Community interest identified in the municipality.
Plus it has not fulfilled the requirement of this document refer to the ISA, for reclamation of the Mill Cabezo, now occupied by one of the three main sectors or areas where developments are expected to develop, "their conditions original ", even moving it to" other enclaves with lower environmental and landscape condition "as required by the Environment and manifest from COAG and CEBAG.
Copy of the allegations made in the request for suspension or denying approval of the Plan, is being transferred to the Minister of Public Works and Planning of the Autonomous Community of Murcia-instance would thus require the approval of the Plan review to have advance knowledge of the same.
